Google ranking and allinanchor results

Lately I have been seeing competitor websites with a very low number of incoming links (as measured using link: in MSN) beating out one of my websites for allinanchor: keyword.

I haven't used this feature much lately, but am wondering if others use allinanchor often and if they might notice this? Is the allinanchor still accurate, and does the results from a quey using it change if a site is sandboxed or penalized in some fashion?

In my niche I've seen the allinanchors mirror the serps pretty darn well. Unless of course you are being filtered (sandbox).

I'm seeing spam sites with no links on any search engine rank high for allinanchor.

Thanks guys, and this was what I was getting at to the tee. Do filtered or sandboxed sites show poorly for allinchor: searches for their main keywords?
