I have a news section in my site, and I'm planning on adding a form where one can select month/year to display news items. It's more convenient than adding a long list of links, ie. 12 for each year on the page.
Will Google be able to index these via standard crawl and assign the correct pr? I'll naturally add these to the sitemaps, but I'm more concerned about the pr.

Robots mostly ignore javascript, so there is very little chance of these pages being indexed unless they are either included in a sitemap or have plain html links directed at them from an indexed page.
If you want the right PR, so far as I am aware, you'll need to use plain html links.
