More links from the same page on Google SERPS

I don't know how to explain it so here it goes:

search for "eclipse" or "yahoo" on google.com (without the quotation marks). For the first result you can see below the result a lot of links from the same domain (download, projects, articles, documentation for "eclipse" and stocks, sports, spain, games for "yahoo")

Does anybody know how google gets those links? or more, how can you make those links appear for your own website?

Same for the search [webmasterworld] -- right now you'll see:

Which specific links are used has been changing. These "extended site descriptions" are algorithmic. Here's a thread from last year with an extended discussion about the extended descriptions:
