5 percent unrelated outbound links, will it hurt my ranking?

Hi,

I maintain a website that archives usenet posts on a specific topic.

Inside most of the replies there are urls. Currently I do not transform this into links. Over 95% are on-topic urls, but ~5% might be unrelated and 0.5% of that might be from usenet spammers.

Will hit hurt or improve my Google ranking if I transform all urls into outbound links?

Because of the volume of urls it's near impossible to moderate this process.
