They get into the index just fine. Each separate frame is its own page, and gets indexed separately. And there is the challenge -- how will you handle search engine traffic that comes to just one page that really "belongs" in the frameset.

There are also issues with getting them ranked. The way most people use them, they are dead end pages, with only one incoming link. Frames also make it harder for people to link directly to deep information, so they are likely to send their links elsewhere.
