localised results

Does anyone here have any experience as to what google looks at when producing localised results. Are it the domain name servers, the place where the domain name is registered, or where the server is located?

I'm increasingly worried about this localisation. It has gotten worse since the last update and for most terms I'm getting less relevant results on google.be because google feels it needs to sneek in some geo-closer results. And if I want any chance at getting top results for the American market too I need to address the issue.

A .com tld will allow you to compete more fully in the US/Global Serps, otherwise if you have a localised tld you will need to host in the US, which will have US tax implications.

Thanks for the answer. I have a .com so I'm safe with that. I also read that lang="en" helps. But I wonder if having a domain name, or hosting in the US helps additionaly.

I didn't know about the taxes. That would imply I'd have to pay double taxes. Not very interesting.

Localization looks at server location, TLD, website location, where user search query originated, any on page geo targeting tags, local keywords in search query, and probably a few things I am missing.
