Example - if I have 10 sites all hosted by the same host and one is Black Hat and the other 9 are not, will Google ban say the entire IP block? I'm not doing anything black hat, but I am wondering if this ever happens.

Unlikely to happen since most sites are hosted on shared servers which host 100's of unrelated sites.
But your other sites might be hurt as well based on criteria such as network crosslinking / domain name registration info etc...the whole neighborhood factors of G algo. IMO
