Question:
I found very good deal on advertising in Canada and Mexico. Does it matter to google. Point here is I want to get into search engine very fast and ofcourse be ranked very high.
So if I advertise 70% of my budget in Canada will it make difference between google.com and google.ca. Remeber I dont care about .ca but I do about .com
It's like advertising in Canada in order to sneak into US :).
I hope I made my question clear. I am kind of confused about it too :).

for $ 1000 i can get 10 text links on .ca website and only one one .com for the same amount. I am thinking that I would be better to get 10 links on 10 different .ca websites but would I be included in .com google. I could care less what happens in .ca google.

I don't think you've been shopping around much. If "advertising" is really a euphamism for link buying, you can probably get 50 to 100 links from .com sites with a $1,000 budget. If "advertising" is more a euphamism for buying PR7 plus links, you can probably get 10 to 15 .com links on a $1,000 budget. As far a geolocation goes, I don't belive links from .ca sites will work to exclude you from searches in your US target market or vice versa.
