Does Google Punish or Does Google Not Care for the following?

I have a header image on my templated site that exists across all the pages in the same spot. This header image does not change its the same image HOWEVER I put different alt tags on it for the different pages. The alt tags corespond with the keywords and content for that page.

Does google punish for this because Im putting different descriptions on the same image? Common sense tells me Google would flag this but I'm hoping someone here knows one way or another.

The best case scenario I assume would be to leave the alt tag the same across all the pages and put a unique image on each unique page with unique alt tags to promote whatever the content is.

Your thoughts anyone? Thank you!

Why would there be a penalty? Only if it is randomly served would there be cause for concern because it would cause greater indexing.
