Anyone noticed these changes in Google Advanced search options

1)Usage Rights Return results that arent restricted or allow reuse / freely usable

2)ONLY and Dont option in file format and domain, which used to be only default option...

I am wondering that how is the freely usable content which can be built upon derived from : is it the creative commons

And the impact it will have on search result : if I have more of GNU / GPL content my site, will I rank higher
