Multiple links, subtitled & divided on one SERP

Okay, I don't venture in here that often, so I may have missed this news.

But today I did a search for my local library (I can never remember what the URL is and always neglect to bookmark it.)

The result came up with the main result and 4 sub links to the site. Not indeted SERPs, but labeled links, specifically in this case Library Branches - Site Searching - Special Services at the Library - Research Information. All linked to pages within the library's site.

I search for the library's site pretty regularly and I don't remember seeing this before. Is this new?

Relatively new. At least a few weeks or more, if my aging memory serves me well. ;)

I saw it again several times yesterday, once on a site that, while not a spam site, was not what I would call an authority. Anybody know what determines which sites get this kind of treatment?
