Is there a PR1 penalty? My PR5 site (has been PR5 for many months) suddenly was reduced to a PR1 - but there has been no major/general PR update recently.
Is anyone aware of a PR1 penalty going around?
If there is - what is the difference between PR1 and PR0 penalties?
