I believe the "and worse" refers to scrapers, which intentionally use these types of registrants exactly to hide their identity because they know their scraper site is a crappy embarrassment which they specifically designed as an AdSense parasite and they don't want the general public to know that they are the creators of such useless content cluttering up the search engines.
Except for the fact that Google has cleared out quite a few from its SERPs - Notice that you don't see very many people attempting to justify the creation of scraper sites lately? Not all that long ago we constantly saw people trying to justify the exsistance of scraper sites... even extol their virtues. Now we nary hear a peep from scrapers....
That's because most scraper sites have been banished to "Lost in Cyberspace" and are costing the owner more money for monthly Hosting fees than they generate in Google AdSense revenue. I still spot a few in Yahoo & MSN.... mostly when visitors click through the links and arrive at my site using the High Ranking link that was scraped, without clicking on the scraper's AdSense ads. HA! Thanks for the extra traffic you pathetic scraper sites,,,, And I, like the rest of the Net community enjoy seeing your type of site being starved out of existence.
WW provide all types of valuable information to design an informative web site that may also generate revenue with AdSense, Yet you willfully ignored all the great advice and set out to knowingly generate crappy content... even planned on how to hide your identity so your friend won't no that you create crap for a living. Well now most are earning exactly what they deserve - nearly 0$ for their worthless clutter.
HA! Fools... keep spending money operating those "money pit" scraper sites... Most are just economic drags for their owners now... and the ones that are still profitable, will most likely be deleted from the SERPs during the next purging. What's it like living with constant fear of your scraper site being caught and deleted, or even kicked out of the AdSense program for TOS violation?
My advice, give up on the "scraper business model" and concentrate your effort on developing ONE legitimate web site with good content. In the long run you will find it to be much more profitable, and you will be able to sleep at night without worry.
For a nice change of pace, you could even be PROUD of your web site and let your identity be shown as the registered owner of the domain!

Because if you were you would know that a scraper owner isn't wasting money and time developing the site. They have a program that does it automatically
Now the economic drag of the 10 dollars a year + 10 more dollars a year to keep their info private may be a real problem. I mean it is a whole 20 dollars a year, that really cuts into a mans bottom line.
Then there are hosting fee's to consider. Well some people own whole servers. Yeah I know, 130 dollars a month is a lot but I can put about 5 gazillion sites on the damn thing.
Then of course lets address your reference to google. Perhaps google did clear scrapers out. You may not know this but there are 3 other major search engines out there. Its rumored that some people actually make money on the traffic from those engines in addition to google. You might want to investigate that.
