How Google Treat Traditional and Simplified Chinese Language?

I aware that Google SEAP was able to return both Traditional and Simplified Chinese language search results when a Chinese keyword (regardless Traditional or Simplified one) was searched.
My question is:
If one have two sites which are identical in content, but one is in Traditional Chinese and another is in Simplified Chinese, will Google consider them as duplicating site?
