Google Sandbox Filter Promotes Blackhat SEO

Ive created a new site about 3 months ago. It has been indexed by all the serps and enjoys high rankings for non competitive keyword phrases in MSN and Yahoo. However, my site has yet to been seen in Google's serps although indexed.

From what I have gathered from forums and articles I am experiencing what is called the sandbox effect. All suggest obtaining inbound links and that this is the only way out.

Im losing patience and have pretty much decided to open my own box tricks (buying links, reciprocal link exchange, and other unnatural ways to inflate link popularity)

Has google in effect promoted the very thing it was trying to prevent?
