Logic of supplement results

Could some one try to explain the logic (if exists) of google’s people that inflate their search results with senseless outdated supplemental results and place these supplemental results (for most of them webpage just does not exist) in SERPs above real web pages?
Every webmaster cares to remove dead links from his web pages, but google just pull them to the top of the search results. It is well known that supplemental results in most of cases are pages removed from main index according to some ideas implemented in google’s indexing algo. So, why do not push them to the bottom of the search results?

The explanation I got from Google:
“ … If an outdated link isn't fading out of our index, it's likely because other webpages still link to it. Our robots use hyperlinks to find pages on the web, so once others correct their links, we can too.”

It is a great idea do not remove dead links because somebody displays them on his page!
