New Site - Whats the best way to increase PR

I have recently set up a new site, and am currently in the process of trying to post my links in a number of related directories in order for these sites to link back to my own. I have also placed my site in the Yahoo directory. Currently I have no outgoing links from my site, therefore in terms of PR, I should not be losing any.

Having said all this, I am still at a PR level of 0, which I assume all new sites are set to?

Can anyone advise on the best way to obtain a greater PR, also what my site should expect with around 20 backlinks from PR2's and above?

Also does obtaining a listing in the Yahoo directory guarantee a particular PR rating?
