Outbound Link Tracking and Page Rank

Hi - Wondering if I could ask members to weigh in on whether using an outbound link tracking system hurts or helps on Google's overall ranking?

We currently employ a system which employs this format... /outboundtrack.asp?url=www.example.com

This system allows us to monitor and report on the effectiveness of our own site to promote our members sites.

Having said that, we've had a few people say that not having a direct link is hurting their own SEO efforts. I understand and appreciate all of the factors involved, but can't seem to get a straight answer on this. Any thoughts?

The actual html of each page shows links as follows...

<a target='_blank' href="/outboundtrack.asp?url=www.example.com" class="textLink">www.example.com</a>

Thanks in advance for your help!

David
