Is the #1 for site:www.example.com the Best Result?

What if it's supplemental?.

Forgive me if this has been spoke on (could not find through forum search)

When I q G with site:www.example.com; is the #1 result the most valuable page to G?

I suspect and have always thought this to be true but have never asked to be sure.

If the above is true and the #1 result is a supplemntal result, what is the best course of action, if bad?

I doubt that since every time I've done this, some rarely-ever-seen and accessed PDF file shows first! It doesn't even have a title or descrip, just the URL. After it is my .com index page.
