I was wondering if there are some good website templates or a list of recommended items to remember when creating a webpage so that it ranks high in google.

I understand that there are a number of other factors such as backlinks that affect ranking, but I wouldn't mind working on the templates as well.

The on-page factors are a small part of the algo. If you want to rank you also need to work on off-page factors. Since you are talking about templates, I'll share my most important rule about templates. Make sure the code of the template is much less than the changing content being inserted into the template.

I've seen a lot of documentation on off page items that can be done to improve rankings such as building links, linking with similar sites, etc, but I haven't seen an up to date list of on page items that affect rankings.

Although on page items play a small role in rank, I suspect there must be an updated list somewhere. I have read a few things such as keywords should be on bold, as well as italics, etc, but there must be more.

What about getting the content nearer the top? You could do it with CSS.
