I.e. all things being equal, would a .com rank higher than a .tv?
Domains like .tv and .ws send me personally a message of spam. I'd stay away.
Do you look at the TLD of the top result in SERPs before deciding to click on it and find out exactly what it is split second later? Even if you do, majority people don't, so its just a question of whether .tv's get some intrinsic penalty in SERPs, which is possible, but there is so much span in .com's that I can't see point penalising whole of .tv's

.Biz seems to be over run by korean spammers
rest of the ccTLDS (.co.uk , .It , .De etc..
are perfect for targeting localCountry specific traffic.
.Tv ..not unless you are in that medium ..
you can use any extesion you like just make sure your content fits the extension. As was pointed out the only extensions treated differently by the SE's are the big ccTLDS (treated usually as a local extension..as they should be )
.Travel .Mobi have been approved but you'll need credentials
.EU should be set to go by years end
The only issues are memorability and credibility.
I find that the only thing worth to remember about someone's URLs are the keywords (even misspelt) used to find that site in my favourite search engine: can't be bothered with bookmarks even (unless I check site very often).
Its another matter if you advertise your site in press or on TV, where having .com or .localTLD is essential.
I think the issue is that not many folks will invest a year or two building up a .name or a .info so this creates the impression they are not treated equally.
The dominance of .coms in the SERPs is wholly explained by the fact that they tend to be people's first choice and that there are therefore more of them registered; there's no reason to think that other tlds are penalised.
