Organizing keyword links for better google ranking

Hi. I have two questions:

1. Is it right to use gooogle keyword tool for getting all keywords on your topic and then create a page for each of this key-phrases?

If (1) is right then:

2. Many sites have a big lists of links to keywords pages on each page. So if i have hundreds of keyword-phrases, i can't place all of them on every page of my site. I wander how it will be better to organize my site structure with this hundreds of keywords pages and what and how many keyword-links i need to place to this common links list?

Using the Google keyword tool will help you out in finding keywords a lot, but also use Overture tools to find new keywords. I would create sub categories that link to all your web pages and link my home page and all other web pages to the sub categories.
