Number of Keywords in Page Title

Do ",", "¦", "-", etc. count?

So we all know about the number of keywords you should stay under in titles, but a question that arose for me was whether commas, etc (, ¦ - ) are seen as words by the SEs. Can anyone answer this for me? Thanks!
