How would someone know what kind of penalty they incurred?

How would someone know what kind of penalty they incurred?

For example:
We had a lot of top 30 keywords, now most are below 100 or lower. Google 'only' traffic is way down and still going down.

How would one know if they have:
1. duplicate penalty or
2. linking penalty

Google is still crawling all pages and all pages are still in Google.

When I went through our link directory, we fould a lot of link partners now have pr0 on home page and or link page. (is google now penalizing for link exchanges?

Do you know how google handles link penalties, or duplicate penalties. Will google drop your ranking or just remove pages from index?
