Does Google’s double content algorithm work properly?

Analyzing my web access logs I discovered web site which uses content stolen from one of my web pages.
This text is hidden in the body of the page by using appropriate formatting.
Excerpts of this text appear in Google search results as a description of the page, but people cannot find something relevant to their search when open this page.

Several times I sent to Google reports where I make a stress on the fact that by using stolen content this web page replaces my web page in Google search results, and my page is punished because double content.

I sent to the owners of this site request to remove stolen content from their web page. No results …

Could somebody suggest something?

I would suggest finding out who their hosting company is and reporting them. It could be wortha try. Or possibably bill them for the content they have used, they should either pay or take it down, or you can take them to court.

I should say that it is very serious drawback in Google duplicate content algorithm. If it is so easy to mistake Google indexing software with hidden text which is formatted by an external stile sheet, it means that there are a lot of mistakes and a lot of pages are punished without any reason.
