Is the text surrounding the link a factor in Google?

In a very recent newsletter about Search engines I read that Google now started to take into account the text that is around the link in giving the link revelance etc.
Is this an important factor?

it really is worth making sure you have relevant text on either side of the link. Google likes content and if you can provide more content than just a link, you'll gain an advantage.
