I have a website that has been online for three years and is still generating little traffic from google. The site is in the google index but I believe it may be penalized for some reason I have yet to figure out.
So here is my question...
Can the choice of ISP (the provider of our T1) have a negative affect on postition in google SERPs?
Any help would be appreciated.

Why don't you try adding some new pages, (with lots of text, and basic SEO stuff done), and try searching for new inbound links, and see if that helps?
True. It appears to me that higher PR keeps them interested as well.
For sure, Anne. Perhaps if you had a site with a PR3, you could update hourly and it wouldn't make any difference. I guess I was mostly just trying to suggest that he try some changes/improvements that should be of some help. You'd think that if it were a problem with the hosting company, and their IP blocks, that he wouldn't appear in the index at all.
Added: Reread the first post. He's running his own server then, eh. Sorry. You wouldn't think the ISP itself would be a factor as long as it stays alive most of the time, (but what do I know).
