Google is rolling out a new tool to auto-delete location history, and web and app activity.
Although users can already delete the data, it has to be done manually. This new option enables data saved from 3 or 18 months, and a manual deletion option.

I don't yet see an option to never record it.

I went through a multi-step process a few years ago to get them to stop personalizing my ads/results and it seems to be sticking. But that does not mean they don't track/store the same data; merely that it is not applied. They clearly know 'who' I am on every property/product without being signed in.

This does look like a user friendly step that many users will click through, a good place to start.
