Is making money off SPAM 'evil'?

I have no problem with google showing ads on my gmail, but why show ads on emails in the spam folder?

Because if you open a (SPAM) email it seems that you're somehow interrested in it I guess. And if you're interrested in a specific topic you're likely to click on the AdWords Ads. And that's the way how they finance their service.
