I've had five invites sitting available for weeks now, and they've never disappeared. The number didn't go back up though when I used the sixth one a week or more ago.
I think that they have become a more or less permanent feature. Trouble is, most people who want a Gmail address have already got one (or several), so they're impossible to give away these days.

Once the registration url is generated it lasts three weeks before it expires.
