RSS or Pul from SQL db table

Easiest way to have non tech upload small content text

Of you who have knowledge of RSS;

I have a need for a non tech to be able to upload text content to a couple of pages on our site. In your opinions, would it be easier for me to:

Create a GUI admin that would allow him to update a table in the SQL db that the pages call out to for the text content?

-or-

Create an RSS feed that the site calls out to?
