backlinks from rss submissions and rss submission tools

I going to be creating and distibuting an rss feed for the first time. I have seen many lists of sites where I can submit my feed to.

My questions are:

1) Will submitting my feeds to these rss directories and aggregators count as backlinks (even if for just some of them). I realize that other people/websites may pick up my feeds and link to my site but that is not what I am asking. I am asking, 'will the act of submitting in itself get backlinks?'

2) Are there submission tools (preferably free) that make the process of submitting easier. I have heard of pingomatic but not sure if that is a reputable way to submit to rss directories/aggregators.

Any thoughts would be appreciated.
