random rss and random link tool

I have a forum site like webmasterworld.
my forum software (vbulletin) is capable of displaying rss2/xml/rss feeds category based.

I am planning to gather rss feeds from all my categories and display them randomly throughout my footer pages, this shall be beneficial for seo.

Same as above, i am also planning to show random links throughout my website footer.

i need your recommendations for some good open-source/free software tools, which can display random rss and random links.
