I have now made a rss feed. Where should I submit this feed?

Do I need to re-submit the RSS feed every time I add news/stuff to the feed?

If you search for "submit rss feed" and "rss feed directory" you will find places and lists of places to submit your feed.

No, you don't have to resubmit your feed each time it changes.
