You need to enter that in the publishing settings on your blog settings.
If I had to guess you might be trying to publish to the wrong folder on the server.
Use a regular FTP program to log into your server, and navigate to the folder you want the blog to go. I have used servers that take me to something like this:
/usr/home/log-in-name/ and my blog would be a subfolder of this:
/usr/home/log-in-name/public_html/blog/
If you are trying to publish the files live you would need to enter: /usr/home/log-in-name/public_html/blog/
Since you can see your files, on the server, it seems like they are just not going to the proper folders. You may also want to ask your hosting provider what folder the files need to be in?
I dont know why you hve this ..log-in-name thingy. May be I missed out on that.. Is this login name of ftp log in ID?

I just thought you may not be placing the folders in a folder that is being displayed online.
Try putting a regular html file in that folder using your ftp software and see if you can view it?
