Full urls (beginning http://) are typically followed whether in javascript, text or links. However, PR is not thought to be passed except by html links.

so if the full url was in an external file they could still pull this down and follow it?

No. Generally, external javascript files are ignored. However, Google may read and index them depending on MIME type.
