Are you referring to the globe shaped bit, or the whole lot?

Is it designed to contain something and do something to the thing being contained?

Yeah, just the globe shape is important (round)
It does do something to the thing that it contains.

Does not make the steel ball, but that part is crucial to what this machine does help create.

It does put things together...things such as layers.

I do not think it spins, and I am nearly 100% that it does not use centrifical force to do anything.

I am guessing expanding, and contracting.

Also I found this gizmo while looking for this one [webmasterworld.com].

This game reminded me of like 2+ years ago (c:
