You might see if this will solve the problem.
Press Crtl-Alt-Del to bring up the Windows Task Manager.
Click on the Processes tab, then sort the list by clicking 'Image Name'. Now scroll thru the list and see if OUTLOOK.EXE is still running. If it is, click it once to highlight the line and then click End Process. Kill all running OUTLOOK that you see.
Note: This is not necessarily safe. You should make sure that you don't have any open copies of Outlook running. What appears to happen, at least on our W2K machine is that Outlook crashes, but does not unload itself.
Rebooting the PC has the same effect as the procedure I outlined.
