Yes it inflates, vacuum would yield a weird result.
It also needs to run constantly to keep these balloons inflated, as it constantly pumps hot air in them to keep them upright.

Automated hot air generator. BT is seriously considering same since he could ban certain members and replace them with this machine.
LOL. But no, really it's not for that at all.
Could be used in the movies, but it's not specific to that industry or anything.
