paypal fee on signing up?

on behalf of friend:

had a mate who was charged 1.46 euro on opening a paypal account. Doesn't speak English so may have chosen some odd option. What would that be? She is paranoid she is going to be charged this every month for a service she will hardly use. What's the story with this fee?

She has already added credit card to the account....was that it?

Yes there is a refundable setting up fee. I think I was charged in dollars for mine. If your friend looks on her next card statement there should be a code by this fee. She will have to enter this code at paypal and the fee will be refunded (I think). This reminds me that I need to go and do this myself :)

I believe that she may have done the expanded use deal to lift the withdrawl limit. I had to do it to as they couldn't verify my ssn (go figure) so they get to charge me 1.95. It's refundable on the next time you send money, but I never send, so I'm out 1.95 USD. Oh well.
