It looks like a machine set above a gate or drawbridge of a castle to drop rocks on invading forces - perhaps set in the moat of the castle?

It does not drop, hurl, or roll rocks on anyone.
Used in moats? no.
Lagoons and inlets, yes.

Is it a model of Archimedes Claw? That is very close!
But this device did not grab ships from above, and A's claw did.

Yes, designed to sink ships.
