It definitely stands as shown in the pic - this way up.
I suspect the holes are for mounting to a bench, although don't be misled by that - it would not "need" to be screwed down. Could be used as shown in the pic - freestanding.

Is it an egg sizer. You drop the egg on the right and it rolls down to the left and drops down while rolling over the lever which is tighened to match the weight of the egg

I used to live on a farm, but we had cattle not chickens.
I just looked at the mechanics of the gizmo and said, that would logically work to size eggs.
Just a lucky guess.
Never even used google or a search engine on this one.
