1. Setup webcam. 2. Send images to server. 3. Setup page to display images.
Poke around other people's websites to see how they've done it. It's really very easy.

They have those internet webcams now that run their own webserer, just plug them into some sort of connection; wi-fi or LAN and you are ready to go. Think they are about $200 US.

Do a search for "network camera" or "internet camera" or "ethernet network camera" you may want to add outdoor, or waterproof to your search.
Here are some models: D-link DCS-2000 $250ish
Panasonic KX-hcm10 $359, but has pan and tilt Panasonic KX-HCM270 $700 wi-fi, indoor/outdoor with pan and tilt.

On one of those funniest-home-video type shows, someone had a video camera set up to shoot the surf (and anything in view). The rig recorded everything including a dog that walked up and pissed on the camera.
