Well - I have to give it to you, it is a "Chinese bone and brass opium scale in fitted bamboo case"

It's a steelyard type scale. see explanation [chinavista.com] although this one is on a larger scale. The gizmo was a portable tiny version to measure drugs... It had a little pan that you put the opium in.

Interesting stuff.
