I don't think it's either a cap or an attachment. It may be removeable however for maintenance (but never having seen one of these in real life, I'm only hazarding a guess)

I definitely think both would be out of the question, although perhaps there might be some conceiveable use for it in the snow (but I can't think of one right now)
