TIA is a very real plan. It's a plan that scares liberty watchdog groups as diverse as the ACLU and the NRA.

Whether any of it will actually be implemented is another question entirely. Personally, I suspect that a few small pieces will get implemented before the things gets bogged down in lawsuits, conflicting legislation, and beaurocratic issues. It will be enough that civil liberties groups will be uneasy with it but not enough to actually find a single terrorist.

Congress passed something a while ago saying it couldn't be used on US citizens also... so it's bogging down already as we speak.
