This is obviously a "light sucker". A fluorescent lamp that extracts all light from a room, leaving it completely in the dark.

I believe it is around 11 inches long

It's from the 19th Century

is the name Marconi related to this?

[ScottM]

Marconi's inventions were related to transmitting wireless communications. This gizmo does not.

Another hint:

Marconi could have known about it, and just as his inventions are used today, so is this Gizmo.

Does not measure electricity. It is very related to electricity.
