Yes it is a THOR GUARD Sensor which is part of the Thorguardian lighning warning system.

The THOR GUARD lightning warning system is comprised of two essential elements. The first, the "Hyperstatic Sensor" assembly, constantly monitors the electrostatic field from its typical location on the top of a structure.

I think we can let treebirds answer count, since "part that senses" was the correct answer if you agree LisaB.

The part that when it's not working the METARs report TSNO.

METAR = Meteorological report aviation routine
TSNO = thunderstorm sensor not operating

the normal time was saturday, then it was moved to monday. However you could preferably host any time from Saturday to Monday. (or any other day). Just give a few hours warning before. However if you don't have the time perhaps someone is ready to volunteer?
