Is ok to use the same template/design on multiple sites as long as the content is unique?

Sure! But maybe a better design will yield more adsense money ;) Experimentation is the name of the adsense game.

Same template on multiple sites is OK so long as your content is unique as mentioned earlier by MediaSpree
