My friend run a free webhosting service. Is he allowed to sign up for AdSense to run on members or users' hosted websites?

He would need to contact Google about that because AdSense is for websites, not webhosts, and therefore could not comply with various aspects of the AdSense Terms & Conditions.

I have seen AdSense appear on free hosts through the premium partner program. If he meets the premium requirements, this could be an option. They have different terms to follow than the regular publishers do.

I believe he gets around 500,000 monthly page views. It looks like Google's Premium AdSense service requires "more than 20 million page views a month", so I don't think he can do that.

Any other suggestions? Since the other, larger hosts are allowed to, is he allowed to with just the normal AdSense service? Or do they get a completely different set of TOS and rules?

Your best bet is to read through the resources and requirements provided by the AdSense program, but if he doesn't maintain full control of the content, it won't work.
